On October 26 The World Wetland Network awarded the International Grey Globe Award for negligent environmental management to Costa Rica for its failure to protect the Caletas wetland in Nandayure, Guanacaste. The prize was awarded during the Biological Diversity Convention’s 10th Conference of the Parties in Nagoya, Japan.
Destruction of the Caletas wetland
Over 500 participating international NGOs concerned with wetland protection voted for the winners from a pool of 133 nominated wetlands. Poor management of the Caletas wetland, in addition to agriculture activities, the construction of drains and roads, fires, pesticide applications, privatization of the area, and general governmental failure to enforce resolutions aimed at stopping the destruction, all contributed to the decision to award the prize to Costa Rica.
The World Wetland Network’s objective is to promote better wetland conservation by drawing attention to instances of lax management by authorities in charge of their protection. Included in this objective is the Blue Globe Award for outstanding wetland management and the Green Globe Award for fine restoration initiatives. The country will have an opportunity to improve its ranking during the RAMSAR Convention’s next Conference of the Parties in 2012 in Romania where another round of voting will be held.
“To begin, there need to be injunctions against actions the negatively affect the Caletas wetland, and that the guilty party, in this case Agropecuaria Caletas S.A., pay the $25,000 fine issued by the Environmental Tribunal”, said Miguel Gómez, Pretoma’s campaigns coordinator. “Furthermore, collaboration between local community members and the area’s NGOs is needed in order to begin the restoration process.”
“Paradoxically, the day before during the same international gathering, Costa Rica received an award recognizing its progressive Biodiversity Law”, said Randall Arauz, president of Pretoma, the Costa Rican organization that nominated the Caletas wetland for the Grey Globe Award. “This is the perfect time for Costa Rica to show to the world that its laws regarding biodiversity conservation are applicable to every facet of the environment and put itself in a position to win the next Green Globe…or why not a Blue Globe?”

(San José, Costa Rica – 27 de Octubre, 2010) La Red Global de Humedales (World Wetland Network) otorgó ayer el Premio Internacional Globo Gris para la región Neotrópica a Costa Rica, por su deficiente labor en la protección del Humedal de Caletas, en Nandayure, Guanacaste. El premió se otorgó en el marco de la 10ª Conferencia de la Partes del Convenio de Diversidad Biológica que se celebra en Nagoya, Japón.
La destrucción del humedal de Caletas
Los ganadores fueron elegidos por más de 500 ONGs del mundo entero interesados en la conservación de los humedales, quienes podían emitir votos sobre 133 humedales registrados para el concurso. La mala gestión del Humedal de Caletas y su biodiversidad, que incluye actividades de drenaje, agricultura industrial, construcción de caminos, incendios, y fumigación, aunado a la falta de cumplimiento de resoluciones vinculantes para detener la destrucción y la exclusión de las comunidades vecinas afectadas, le merecieron a Costa Rica este premio.
La intención de la Red Global de Humedales es promover una mejor conservación de los humedales, y que las autoridades encargadas de su gestión realicen mayores esfuerzos para garantizar su conservación. También se otorga el Globo Azul a los mejores ejemplos de manejo y gestión, así como el Globo Verde a los mejores casos de restauración. El país tendrá la oportunidad de mejorar su posición durante la siguiente Conferencia de las Partes de la Convención RAMSAR, en Rumanía 2012, donde se realizará otra votación.
“Como primera medida, se deben establecer medidas cautelares contra cualquier acción que dañe aún más el Humedal de Caletas, y que los infractores cumplan con las disposiciones del Tribunal Ambiental que incluyen el pago de una multa por $25,000 de parte de la empresa Agropecuaria Caletas S.A.”, aseguró Miguel Gómez, Coordinador de Campañas de Pretoma. “Luego, se requerirá la colaboración interinstitucional con las comunidades vecinas y las ONGs que operan en la zona para iniciar el proceso de restauración”.
“Paradojicamente, tan solo un día antes Costa Rica recibía en el mismo foro internacional un merecido premio por su progresiva Ley de Biodiversidad”, dijo Randall Arauz, Presidente de la organización costarricenses Pretoma que nominó el Humedal de Caletas para el Premio Internacional Globo Gris. “Este es el momento para que Costa Rica demuestre ante el mundo que sus leyes de conservación de biodiversidad sirven y son aplicables en todos sus ámbitos, y ganar la próxima vez el Globo Verde…¿o por qué no? ¡El Globo Azul!”
